I'm not a One Piece follower, but seeing the full body pictures, I can understand. It's possible they may have had some influence, after all One Piece is one of the most popular things in Japan right now, or ever.

Looking at this picture, I see Gecko's pants and bats in Pumpkaboo and Perona's parasol in it too.

Looking at these two, I can see the gourd shape of Gecko becoming the body, with his sharp teeth slightly implemented into the design, and the very short legs. Perona's ponytails from her younger pre-time skip design seem to replace Gecko's arms and her post time-skip older self has her hair put onto the back of the head. I can also see Gecko's hands in Gourgeist now, as well as see Perona's crown being part of it, possibly mixed with Gecko's hair.

Because both characters are halloween themed, and apparently seem to have some sort of pairing or popular link between them, they could have, in fact, heavily influenced the design of Pumpkaboo and Gourgeist. This is highly possible, as about 6 pokemo have been confirmed to be based right off of giant monsters or anime characters. For example, did you know Gible is based off of a Dungeons and dragons monster, and rumor has it that, when Lucario was being created, it had Aura Sphere as it's signature move and was apparently physical, so it would be a Rasengan from Naruto, but his design slightly resembled Goku from Dragon Ball Z, yet the shiny stayed the same but the orangish-yellow turned yellow.
