You can do this on adoble elements, photoshop and basicaly any program that has layers. Its simple, so if you have any "indepth" questions, feel free to ask them ^^

Thanks! Heha... It's strangely funny.

I think I'd figured out some of the rules to accurately shading according to Anime principle, but of the times I tried to do the toning step, I always forgot to do one of the most important steps to the method I came across...

Envisioning the image as a three dimensional object. (it also helps to envision where the light source is coming from.)
