It's more of a Process than a Tutorial but oh well...I just can't explain stuff I still hope this will help some people~I kinda wanted to re-make my old Pixel tutorial.....such an old thing //runs

Did yoi redraw the eyes or just copy paste and resize by using selection in sai?

depends, sometimes i just copy/paste them and change them then and sometimes I try to pixel them just like this onto the doll
the copy/paste method is easier obviously ; v ;

Have you got any tips for "animating icon" step xD ?

um...try making more frames with slightly changes, more frames = more fluent animation
but for blinking 4 would be okay too
Also the time each frame will be shown is important
I mostly use 0,05s per frame, and if the character should stop blinking i use a 3s pause or something
(my icon animations consists of 19 frames)

Well I used Paint Tool Sai to pixel and Photoshop CS4 to edit and animate
but even free programms like paint.net & gimp will do it c:

i cant understand the step number 9, why are you coloring Lineart if you are going to make it black? (or blue or yellow)

because in step 9 I'm coloring the whole lineart, but in step 10 just the 'outer' line of the pixel, so the inner lineart is still different ovo
