I know it's not 2013 yet, but this design will be here for a while.

Stating with the art.... The scetching is quite well done, even if the feet look a tad too big, but I digrees. For the Format, it is well exicuted and quite detailed, even if it is not as fancy as other formats.
As with the Character herself.... I've looked over her Bio and she have a complex story and massive amounts of details, some thing most Sonic FCs tend to lack. The seemingly lacked expression makes her look like she's saying "Do you have a Death wish?" without letting her emotions get the best of her.
Overall, Exelently made FC.

is this colored pencils.. how the hell do you fill in this good... not even my expensive 30$ ones work this well..

Use the white pencil... It helps blend colors together really well.

Shade lightly and go over it with white.

My Tranditnal shading isn't bad when it's just a non-colored sketch. If it's colored though; thats a little harder for me to do |D

The trick is to use more than one color pencil. Here for just the orange I used a yellow, two shades of orange (one darker than the other), and a orange-ish red for the darker parts. I always start with the darker, and when it's time to use the yellow, I overlap the other colors so they blend together.
I do however darken the tone of the picture using Photoshop because once I scan it, its very bright.
Just practice! I still trying to learn cell shading XD
