I rather like the neon-like blue lighting in the background. What exactly is it supposed to be?

I always had it in mind that it was some kind of meth lab with strong overhead Fluro lighting 
This guy (who is a vigilante) and his adversary [link] are meant to tie into each other, so I used warm yellows & oranges for the bad guy and wanted some contrasting colours for the good guy, hence the cool blues in this piece. Both characters were based on real life folk who helped sponsor the game. The guy that this piece was based on is from Canada and is a huge Ice Hockey fan so I wanted to include some of that. His armor is based on sport protective gear and he features numerous symbols relating to his home. The graffiti on the wall is actually his in-game name which was something like Ling-Po(?). Anyway just a lil background on what I am thinking when designing the characters
