It's reasonable to assume Pharaoh Man has some sort of night vision feature embedded within him. And the Flash Stopper not only hurts his eyes and renders him helpless, but it also messes up that night vision feature!At least, that's my headcanon as to why the Flash Stopper is such a good thing to do to him when you fight him as a boss fight in Mega Man 4 and World 4.
