It's just a little clothes joke. Many people today thinks that capes is rather unnecessary as they usually only serves by getting in the way of the one wearing it and in Fred's case it doesn't really help that his cape goes in with the rope binding his upper arms further restricting his movement. Hence the phrase "why capes have been banned from any kind of modern clothing".
