They are listed from left to right in alphabetical order.
The first set are the individual trainer classes, the last row are just the individual characters like 'Bill' and 'Professor Oak'. (Brendan and May appear here, because they do feature in FRLG if you battle somebody at a pokemon centre who owns either RS or E)
Disclaimer: I did not create most of these, I acquired a lot of them from another user, who in turn did not create them all themselves...
