It'd be a help if you'd be more specific about what you'd like to know
The hat, jacket, glasses and gloves were all made by me. For the Gloves, just search for any general glove tutorial that uses stratch fabric, I did the hat with a mad hatter tutorial on youtube from threadbanger, I repainted and sparkled the glasses and dyed the stripes on the jacket myself and altered some patterns for a longer coat to sew it.

It kind of comes down to putting painterstape (The white-ish tape you use to cover things you DON'T want painted) on the fabric and paint the stripes on it (I made lighter stripes on darker fabric, it probably works around the other way as well though) with fabric dye.
