But can he wipe out that which cannot be hit?  Reimu has a spell card called 'Fantasy Heaven' which causes her physical form to float into another reality.  Now the thing is, while it does have a timer in spell card battles, that timer is entirely self-imposed by Reimu, meaning if she so wished, she could stay in that state of invincibility for as long as she likes, thus making her unbeatable.

TL;DR It doesn't matter how much power you have if you can't hit the opponent.

This would probably result in Cell blowing up the planet or the Solver System and Reium cannot really harm Cell either.

Simply put, Cell could not beat Reimu no matter what due to Fantasy Heaven.  At best, it's a stalemate and at worst it's a complete lose thanks to Reimu's danmakku.
