Scanners always ruin colors, and photoshop can't always save them.

Well, it depends. There are some really good scanners out there that get the job done beautifully. Unfortunately I have a crappy scanner that has aged, which doesn't help. Because of that I have to resort to fixing with photoshop, which sucks, because like you said it doesn't solve everything. I wish it did but computer programs aren't exactly magic. Even with photographs it's the same thing. If it is a badly taken photo there is no way photoshop can save it.

What kind of scanner did you get that did a great job with the colors so you don't need photoshop to fix the pictures!? Like, what kind of stats did it have? What specific color statistic do I need to look for to make sure the one I get can capture all the colors correctly? Is it color depth? Or something else?

Actually, I used Photoshop for color correction here. If I didn't the picture would have looked paler.

The scanner is an HP Deskjet F300 inkjet one in case you were wondering. It is also old from 2006 so it's not very good. I believe the better flatbed scanners are from Epson, though. They are usually bigger so they are better to scan things with. I am not too familiar with scanners in general though, so there might be better ones than the epson scanners.

But still. Even with Photoshop, like we agreed, there are certain things it can't fix in scanned art. That means everything was scanned "right enough".

Sigh... I still can't really find anyone or place who knows definitively how scanners scan images, and what statistic/characteristic I need to be looking for to determine color distinguishability. I'm willing to save up my money and pay, but I can't figure out what I'm supposed to be paying for...
Still, thanks for your help. It gives me an informed point to start from. I'll start by looking at Epson.

It's all done traditionally.

I used an h2 pencil for the sketch, an ultra thin black sharpie and I think a black pen for writing I had laying around to ink smaller details. Crayola pencils were used for coloring, but when I scanned this with a mediocre HP Deskjet 340 printer thing it ruined the quality. I had to do color correction and used the burn tool in the background to make it look less dull. I used Photoshop Elements 6 for that.

Actually, it was prisma color pencils I was experimenting with here. I got them mixed up with crayola. Sorry. My memory is terrible. XD

But yes, colors were done with color pencils. I can't afford Copic Markers so I had to rely on blending with color pencils. I wish I had copics, though. The amount of prisma color pencils were also scarce so I mostly use crayola and sharpies when working with traditional stuff. Not on this one, though. Prismas were used here.

Photoshop saved my ass with color correction. I kind of wish my scanner was better, though. That way putting up my drawings could be quick and easy. XD
