Okay, first off I like the idea of the stripes on the hat, I don't think I've that before. Second, I like that you brought that face paint back to it's original colors, so that way he doesn't look like an emo kid anymore. Speaking on the face paint, I'm not sure if I like the new shape, personally I think the version 1's face paint is the best version to date.
Also I liked that the previous versions have the floating parts made from scratch (well I think they are made from scratch). But now he got those parts taken from some Megaman ZX games. It looks better quality-wise, but the custom parts were a nice touch, and made the character's design technically more unique.

I like that they got that black outline again, really reminiscent of the originals. Also I like that the dragon head is more unique with the addition of longer and curved horns, and somehow it makes it look more icy.
