So everyone's overall rate are not the same

As someone doing so much balance math in games, Im not satisfied with the power rate
The power point need to be limited, like maximum 250/500 (for 5 powers rate)
If you're really strong at something, you must be really weak at something else

Hes fast, but cant as fast as Fordz
So those rates cant be set at maximum
