It depends on the piece, honestly. I recommend Kryolan Aquacolors for water-based makeup and either bh Cosmetics or Coastal Scents for shadows with tons of color options at a cheap price. Also, Nyx is a great brand and I love Urban Decay, but can't afford it. Mehron is another great company, and their water based makeup will most likely be my next purchase.
