ElectroZap (not yet pictured) was one of THE first well known black superheroes in the 1960's, his son BlackZap rocked the late 70's and 80's, and ElectroVolt is coming into his own in the present day, inheriting his father's (and grandfather's) electro-kinetic abilities.
I gotta say for a basic "lightning powered" guy- i think i've gotta few REALLY cool electric based powers for this guy- he's gonna be really cool

if i did it, i'd shoot for an actual comic first- if for some reason it tanked and nobody would print it? Then I'd totally put it up online in webcomic installments

that's a problem cuz to do your universe require a clean slate... you can't build in the dc\marvel\image universe cuz it's a big hole...
i would say you have two options (heh i sound like a gangster...)
you either start a webcomic and get popular which i'm sure you will...
or start a new company... you'll agree it's kinda impossible and maybe dangerous money-wise...
from web-comic you can start a line that can eventually evolve to a small company who can lift itself on the web's base...
just suggesting... i can shuddup...
on that note i started a comics-stand in the city where i live... in israel there are only 2 comicstores... and both of them are a half hour drive... so i bring the comics to the people... it's hard to start but one of the stores supports me so i got my back and @$$ covered

I love how you put together a whole comic universe.
I also love how some of these guys a borrowed to major existing characters without being pale copies.
