But, I'll get you the run down.
Puffa: Modified DRG-Baureihe 80
The Goods Engine : Unknown as it was mix of like 5 models.
and I added Rosie for jokes.
Rosie: SR Usa Dock Tank.

The passenger cars were U.S. to match Puffa and the caboose was a blue bay-window one. Only the freight cars were British.

Continuity. Continuity. Just because he isn't a boat/barge/ tug doesn't mean Puffa is a Thomas character.

The Goods Engine isn't a TTTE character, but he has a face in this.

That's because he added one. Puffa's smokebox has an oil headlight covering most of it, and Puffa is seen more, whereas the Goods Engine is seen a little, leading to varied interpretations seen. Puffa is Puffa, and that's that.

Lots of characters lack faces and still look good. Little Ditcher's cab is behind the A-frames and he looks fine, Scuttlebutt Pete has no face, but can still gossip, the Fulton Ferry can still get hit by fire barges without a face. Mighty Mo can lift (get it?), and Captain Zero can still yell at his tugs (Captain Star is technically the narrator, but you don't see his face). Locomotives in real life kind of make their own signature look on the smokebox without any cosmetic help, so TUGS followed suit.
