That's the Wing-Blade Dragon Type-X. Only, I removed it's wings so that it fits in the city.
Sorry about the quality of the drawing. I was in a hurry finishing this up since I'm going away for College.
Did this drawing for 2 days. I used 0.3-0.4 Signpens for the line-art and details and the 0.5 Gelpen for the thick outlines and pools of black.
