In some cases yes but there are many definitions and wrong definitions of the word itself especially in the clothing department. and Gypsy is more like a label than a slur depending on the region/country and time.
If you type Gypsy in google images you will get illustrations of what you would think are belly dancers, in some country's Gypsy is a word
to describe a type of person, in spanish it would be translated as (Gitano or Gitana) the correct translation of Gitanos is here: en.wikipedia.org/wiki/Gitanos
although is some country's that definition is also different. 

but in some country's (counting my own) they use the word more for this: 
Once used as a derogatory term the word gypsy is used today to describe persons of nomadic lifestyles, whatever their race or origin. It also describes a counter culture movement that idealizes exploration and art.

Modern gypsies, not to be confused with hippies often play the tambourine and perform some form of belly dance fusion/burlesque or fire dance. Many practice an earth based spirituality. They make their own clothes and wear corsets, dreadlocks and/or adorn their hair with colorful braided yarn extensions.

Gothic/Dark Gypsies may do all of the above but wear mostly black and have many tattoos.

It describes perfectly what I was going to say. Although this is a non official definition, this is what some people believe it means
or the definition they gave the word.

in clothing this word is used for this especially in costumes, if you see the The Hunchback of Notre Dame, Esmeralda is pretty much what some people see as a Gypsy and she doesn't see that word as offensive she is proud of being who she is, although in the church Gypsy is used as offensive because it's used for people who believe in magic, or spirits, etc. and that is frown upon and even forbidden in most churches especially christian and I think catholic but I am not 100% sure on the catholic. In some churches they would kick you out of the church if you are friends with one even if you don't believe in it and some churches may take more severe action.

the clothing is similar to a belly dancer with some minor differences but this one I made was based more on gypsies than belly dancers.
