hmm, well first you download it 
1."My Computer",
2. Local Disk,
3. Program Files,
4. Adobe,
5. Then click on your photoshop that you use,
6. Go to presets.
7. Go to brushes, and copy paste the file you downloaded on the brushes folder.
Sounds complicated..but it isn't really! It's okay, I had to get someone to help me out, and maybe you can ask some other people because I'm horrible at explaning, but I hope it works!
