Edit: Made her cutie mark a bit bigger since people were mentioning how small it was.So I decided I needed to practice my more detailed art again, and yet it still came out relatively simple.
Also, this took way longer than usual. I had fallen out of practice in the time I was away from my tablet, but in the end I finished it.
To my watchers:
Many of you tell me all the time about how you're trying new things, whether it's in MS Paint or simply using new shading techniques. And I always tell you that so long as you're trying new things, you're developing as an artist. I'm so proud of many of you who have taken time to practice with your art.
So, to practice what I preach, I tried something new too.
1. I tried a crazy perspective. And honestly, it wasn't easy. In the speedpaint I had to cut out all the mess up sketches before I finally figured out how to draw her at that angle.
2. A new technique with clouds. Clouds are not my strong point, and I always struggle with them. One day I hope I'll figure out how to draw those big puffy skies so I can do a landscape portrait of Cloudsdale, but until then I need more practice. I believe most of my time was spent on the clouds on here.
3. Her mane. I'm terrible at drawing detailed hair, but I gave it a shot. I think it looks alright, but if you take a much closer look at her it still looks like scribbling. -.-
Shout out to these artists! All of which I'm noticing great improvements in their work.
About this piece:
1. I was originally going to have this as an underwater view of Celestia swimming, which is why she isn't wearing her royal armor and her legs look a little like their flailing about.
2. After drawing her wing I decided it would look better to have her flying.
Many artists comment questions about how long I'v been using MS Paint, what brushes I use, how long does this take, etc. So this time I'll add some of this information.
1. Program used: Microsoft Paint
2. Time Taken: 6 hours.
3. Tools used: Bamboo Tablet, Curve Tool, Fill bucket, pencil tool (for sketching), Crayon Tool for shading, Colored pencil tool for blending.
4. References: Images of Celestia from Google for colors.
5. MS Paint Experience: I'm going to have to say it's been around 4 years total that I've been regularly using MS Paint, and less than 1 year that I've been using a tablet with it.

Let me start off by saying that you have my full and utmost respect for doing that on MS Paint. Usually for most people it is very difficult to do that on that program (or at least it is where I'm from, a reason I switched to Pixlr). The shading is near perfect in my opinion, the perception is spot on and I understand the wanting a water scene like picture, honestly, both would have been the same amount of amazing detail. The water one, maybe a bit more. But I love this so much My opinion, its a flawless picture of Celestia. You have been added to my watch!! ^-^

Seriously, I can't even come close to this in much more streamlined and easy-to-use things. Great skills you has. Yes, I know there are those who are even greater, but still, you're with us ponies. So, thank you.

Wait, you have trouble with clouds? Oh, what you do is... well honestly those clouds are not too bad. What you should do is make the outline first, then fill it in with white, then do some shading in areas, but still keep it mainly white. Here your clouds are mainly blue and although they look fluffy (which is a good thing) they look a tad too blue. Does that help? By the way, I really like this unique picture of Celi.

Okay, just to let you know, those clouds look nice and I will try to explain how to improve them in a clear way.
I have looked around at things on how to draw clouds and I found this speedpaint for you---they don't use MSpaint but you can get the idea of what to do with it Speedpaint clouds
As for this picture---it seems that you need a bit more highlights in front. You know how to overlap--so do that. What I mean is, add more highlights in various places to show it has fluffiness, and don't be afraid to make them look a bit like cotton balls. However, it really depends on what type of cloud you are drawing. Yes, there is more than one---some have flat bottoms, others are totally round and fluffy, and others look like someone took a pen and brushed them into the sky, looking like threads.
Does that make more sense? I hope that speedpaint helps you... maybe I'll try drawing a cloud and posting it to show you--sometimes I have trouble with explaining things, sorry.

I really had wanted to use reflective ripple effects from where the waters surface wrapped around her body. (where it lifts out of the water)
And have some bubbles bubbling up from below with maybe some seaweed or whatnot. XD

However that back hoof viewpoint is a pain so when my tablet gets fixed I'll go back and at least make the front two hooves larger.

wow I'm , I'm speechless thank you for the shout out! ^.^ from an artist like you this is like winning the lottery for me XD
also , the wing looks slightly disproportionate from the body with there it's attached and also the horn does not look like it fit's right with connection to the head. (not meaning to sound bitchy or anything just pointing it out ^.^)

Don't worry about it! I asked for a critique after all so any advice is appreciated!
For the wing...I'm actually still learning how to do them. I really like drawing wings, but I've yet to figure out what kind of style I like. I've always had that weird habit of adding a bulb where it connects to the body. When I fix my tablet (It stopped working again) I'll fix it.
And the horn does looks a little bit wrong, but I actually struggled with it. In the reference for Celestia it sticks up out of her mane from between the first two color strips, but it just didn't look right when I did it so I just ended up putting it behind the whole darn thing, lol.

no problem! and don't worry about the wing. the bulb bit is fine , it's just the place it's connected to. Looks a little...I'm not sure. it just looks like it needs to connect a little closer to the back of the shoulder blades ^.^

You say you want C and C but I dunno what to complain about. Maybe that three of the hoofs seem to small. And maybe the wing base near the body needs to be bigger.

Wow! I wish I could draw that good in Ms paint. I used to use the program myself but now since I have the program called Ubuntu I use Gimp and Kolour paint. But I must say that this is amazing art!

Oh yeah, Ubuntu doesn't have paint.
But gimp is good too! I tried to use it, but it was a bit too complicated for me.
