This is how I made Ethan the Cyborg, I literally remade him from scratch while creating this guide for you all so you all can use him in sfm if you wanted :3It takes time,effort, and patience but once you are done you don't have to remake him again and you'll be able to use him for sfm posters ^-^
This guy doesn't use bip simple rig you have to pose him bone by bone (the rig messes up his robotic legs) do this in a dark void map because when you are done, just save it as a session and then you don't have to remake him again just save it as a different session before you start posing to make a poster with him
Model:

(click the bip_knee_L and bip_knee_R and rescale them all the way to make them disappear we don't need them you will have a scout with stub legs lol)
His eyes are Lightning Blue ( models\player\shared\eye-iris-lightningblue ) used from the HD eye texture pack steamcommunity.com/sharedfiles…

Bonk Boy / bonk_mask

Cloak n Dagger / c_leather_watch (it has been rescaled to fit his wrist) re-scaled number= 0.127775
Weapons:
Usually anything that can help him or anything he can get a hold of

Cybernetic leg Details: (this is where things become complicated)
Models:
Robot mvm scout / bot_scout x2 (the normal mvm robot scout legs to have that piston and extra detail on his lower legs in the back)
Experimental War Robot-115 (EWR-115) - Black Ops III / Bo3_beta_reaper x2 (the major part of his legs is this model) steamcommunity.com/sharedfiles…
Attachment/Assembly of Ethan's legs:
1- have 2 copies of each robot mvm scout and bo3_beta_reaper model so you will have 2 robot scouts and reapers
2- drag the enhanced scout's rootTransform to both bo3_beta_reaper's rootTransform bones, lock them in place( DO NOT merge the transforms yet)
3- drag the enhanced scout's bip_hip_R to 2 areas of one of the bo3_beta_reaper models : pelvis bone and j_hip_ri bone (resize the pelvis to make the entire reaper model disappear except the leg, click the j_hip_ri bone and merge them by looking where the procedural tab is and zlick and hold on the Zero and slide all the way to the right, this will flip the leg upside down just rotate it back down with the j_hip_ri bone and drag the bone down to place it properly on the leg)
4- repeat the step above with scout's bip_hip_L to lock the next reaper model's pelvis and j_hip_le
5- after both are placed on the scout click the rootTransform of the reaper models that were locked and look at the Procedural tab and click and hold the zero, drag all the way to the right to merge them
6- raise and lower (adjust) his legs to a position and height you like using that one hip bone that was locked on the reaper models (when you get it to the right position you will not be needing to pose with this bone you only need to move the scout's hip bones and everything is attached so the leg will move with his)
7- next is the mvm robot scout, do the same thing with the rootTransform of the bot scouts but don't merge them yet
8- drag enhanced scout's bip_hip_L to the bot scout's bip_hip_L and bip_pelvis, rescale the foot and pelvis to disappear by dragging the rescale all the way to the left)
9- the j_knee_le bone of the reaper model on that same side is dragged and locked to the bip_knee_L bone of the robot scout (so when moving the knee the robot scout will move with it)
10- the hip bone and knee bone are both resized to this = 0.0859375 (all you need to do to type this number in is double clicking where you would normally drag the bar to scale), adjust the hip and knee bone to look roughly like his back legs its easy to pinpoint where they will be by the piston
11- repeat the steps on the right leg, and then merge rootTransforms to the enhanced scout
12- when you are happy with it you do not need to see the bones of the robot scout models so click the little mouse icon next to the name and hide the bones to prevent accidentally clicking them (all we need is the enhanced scout and reaper models to be visible when done for posing and sfm poster purposes)
Added blue glow/texture with other models: (all of them are Half Life 2 models already pre downloaded into your sfm)
-combine_fence01b x2 (static_prop bone is locked to bo3_beta_reaper 's j_knee_ri and j_knee_le on the right side of each of his legs resized to fit on his leg using the right click/ add scale control to transforms) re-scale number = 0.00934579
-combine_fence01a x2 (static_prop bone is locked to bo3_beta_reaper 's j_knee_ri and j_knee_le on the left side of each of his legs resized to fit on his leg using the right click/ add scale control to transforms) re-scale number = 0.00934579
-alyx_emptool_prop x2 (the EMP_tool.base bone is attached to bo3_beta_reaper 's j_ankle_ri and j_anvle_le the model rests on top of the foot)
-battery x2 (static_prop bone is locked to the enhanced scout 's bip_hip_R and bip_hip_L moved to fit under the white belts on bo3_beta_reaper 's upper legs)
make sure to lock all the items' rootTransforms with the scout's rootTransform and merge them because when you move him. If the root isn't there it'll darken the model because it'll think its in the dark place when it isn't.

I just recently tried creating a Sniper in Fuse, only to realize getting the model to SFM is a pain in the ass

well with mine i combine all my characters in sfm. that's why in my pictures i always say i wish i had a single model of them.. but i make the best out of what i got and I've been able to make them work like single models.
with your sniper if you wanted (not today tho I'm meeting a friend) i could add you on steam (and skype if you have it) and help you make a cool cyber robot one c:
