If it's an infant, supposedly theres no sexual intent there. Now you have to be over 18 to have nudes on DA because if you're younger then 18 it's kiddie porn. It's a touchy subject but I get why teenagers and kids shouldn't be nude. It's far to easy for some asshole to take artistic nudity and turn it into a vulgar sexual image then claim it's all in the name of artistic nudity.

I honestly don't see anything wrong with naked babies. I mean, they're obviously not camera whores, because they have no idea what words mean, not to mention an obscure internet website known as DeviantArt. Teenagers shouldn't be submitting naked photos of themselves, and although I believe that nude art is okay, I really only advocate it if it's purely artistic and not done in some kind of "sexy" way.

That is because a baby under 3 doesn't have sex notion, it's like the babies at this age are asexual, so a nude picture of them doesn't have sexual connotation. At the age of 3 children discover sexual desire (through Oedipus complex), so we can consider that a picture showing them nude has a sexual dimension, because this kid is developing his sexual identity.
But I think DA admins wrote this rule to avoid pornography. It's already hard to tell when a nude is an artistic nude or a pornographic photo, so it's even harder to not make a picture of a naked children that isn't seen as paedophilia. So I think that to avoid any scandal, they preferred not to allow pictures of nude young people.

I think it's that for toddlers nudity is something natural. In time (from the age of 3+) they learn they should wear clothes so they learn to be ashamed of nudity. And then puberty hits and for 5 years or so (13-18) they can't show skin.
