Yes, however it's a little different and a little harder without tutorials (PS is more popular, thus it gets more attention) Follow this and tweak around. PS and GIMP are alike, but there'll be some differences.

Well you're in trouble! Try downloading GIMP, It's free and very useful! (And similar to Photoshop)

I seem to have a problem on making a stamp, I can't drag my picture without adding another window

When you drag the picture, don't drop it onto the grey background, put it onto the canvass otherwise it opens a new background. Just thought I'd try to help.
