i dont get it how do u draw on the stamps like i wanna make a draw a picture hope u understand me

You make a layer over the body of the stamp and... draw. It helps if you zoom in are you having trouble getting the drawing tools to work? Make sure it's a normal layer.

umm how can u make a stamp and add an emotion 2 it like a moving picture.. because when i open an emotion in photoshop a message will appear like "this is an animated GIF.You can only view one fame. Saving over this file will result ina loss of information."

Well you usually make animated stamps and gifs in imageready which came with my photoshop do you have it?

yeah i do have it but when i download the stamps they open in photoshop

Open containing folder right click your download select "open with" if it's not on the list click "choose default program" if it's not a default click "browse" find imageready.
Tell me if you need anymore help dear also I'm not sure if this is necessary but try downloading the stamp as a gif.

GIF and PNG are your best bets; JPEG makes them appear blurry and pixelated
