Why can't I shoot anything here? I am so upset?

It's probably not that you can't, it's down to what there is to shoot... or lack of it.
I live in old suburbia, (what's sold now as "town houses" ) I could probably show you a Google map of the area and point out the Bermuda Triangle of street photography. It not that I will never get a street shot within that area, but the chances of a good capture are slim to none.
There are several ways to approach street photography, I have two ways of doing it. I shoot on the move, I walk, I watch, I shoot and move on. Or, I find a location I like, a good backdrop for a street photograph and wait for the picture to walk past. If it doesn't quite work the first time, I examine what I did wrong, take note of the mistakes and visit that location again to see what will happen next.
Street can be fast, the good ones are being in the right place at the right time. Sometimes being in the right place means having to bide your time. Be patient, it'll happen

I have only left Australia once and that was to go to Fiji.
After my trip to WA I will only have one state left to visit in Australia - Tasmania

Yes It looks like if I walked up the street it would just keep gently spiraling, up and up. Rather like Lombard in San Francisco.

That is exactly what it does. You continue to the main road which is at the top half of the mountain.
