Huzaa - Second tutorial and i apologies in advance for the long winded speeches, this effect is achievable in Adobe Photoshop Verion 2 so i assume pretty much every version can create this effect.Using the Pattern Stamp tool
It takes about 3 minutes to do when you include defining the texture. Simple when mastered it's just hard to explain with little words.
