Actually, it's not necessary to hack the game in order to find him - you can encounter his sprite (or at least, we THINK it's his sprite, nobody's really sure) naturally, but you have about a 1/1000 (I think???) chance of doing so per save file, so you'd have to be very, VERY lucky to run into him.
