I think a lot of my memories of Arbok came from the anime. Jessie's Arbok was such a silly Pokémon, but it always seemed to want to make her happy. Heck, I remember it having a hard time leaving her when the Hoenn arc of the anime started. I hope they're reunited one day, but I doubt that'll happen.
As for its usefulness in the games, I think it's pretty alright. There are better Poison types, I'll admit, but Arbok is still pretty decent if it has Intimidate. If it has Shed Skin...well, I don't know. I know the Arbok I'm trying to raise in Pokémon XD has Shed Skin, so I'll probably let you guys know how that goes.
And finally, and this is something I wish they kept throughout the games, Arbok can have different patterns. It seemed they decided to have it keep the same pattern in Gen IV (though it may have started as early as FireRed/LeafGreen; not sure).
Honorable mentions:
The Nidoran lines - I'm not quite sure how to rank them, since I like all of them. They're pretty cool to use, especially if you get a Nidoqueen/Nidoking.
Drapion - An awesome Poison/Dark type. It helps that it's got only one weakness and can get an ability that prevents Critical Hits (Battle Armor).
Dragalge - It's a freaking Poison/Dragon type. It's about time! Now we're just missing a Normal/Dragon, a Fighting/Dragon, and a Bug/Dragon Pokémon.
