this card is made to support Neo-Spacians and Elemental Hero NEOS.
During your Main Phase, you can Normal Summon 1 "Neo-Spacian" monster in addition to your Normal Summon/Set. (You can only gain this effect once per turn.) During your Main Phase: You can special Summon 1 Fusion Monster that lists “Elemental HERO Neos” as a Fusion Material from your Extra Deck by sending its Fusion Materials from your hand, or field to the GY, ignoring its Summoning conditions. If a monster you control that lists “Elemental HERO Neos” as a Fusion Material is destroyed by battle or card effect, or returned to the Extra Deck by its own effect, shuffle into the Deck from your GY 1 "Neo-Spacian" monster; you can Special Summon 1 "Elemental HERO Neos" from your hand, Deck, or Graveyard. You can only use each effect of "Neo Space 2 - Endless Universe" once per turn.

I also just came up with my own take on a neo space retrain:
1. Neo Space universe
(This card is always treated as "neo space")
This card in your field zone cannot be destroyed or banished by your own monster, spell or trap effects
Once per turn, if you control no monsters and your opponent does, special summon 1 "neos" or "neo-spacian" monster from hand or GY.
Once per turn, during your end phase, if a fusion monster listing "Elemental Hero neos" as fusion material is returned to the Extra Deck by its own effect, you can shuffle one card from your hand into the deck instead
