My favorite Mario game is Super Mario Bros. 3... then Super Mario 64. But you are probably right. Paper Mario 2 is the most well done Mario game.

He should also have the power to send projectiles back at the openant just like in Yoshi's island. Also what's his overworld move?

Yeah, I considered that, but I figured it wouldn't make for a very good move. Although I guess if you superguard a projectile he could bat it back.
Overworld move... I can't say I thought of one. Maybe he throws a baseball to hit switches and enemies over distances?
