this sounds stupid.
but wheres the transform tool.

the transform tool is the box with the dotted line shown here! well, technically it's the marquee but there's a bunch of options under it like transform , scale, free deform, and rotate! to use the transform tool, select the area you want to change in size with the marquee and hold shift while dragging the corners in
im not sure about this but i think the scale tool also works for it
