Because Inui keep continually refusing prospective partners for an unknown reason. Yanagi is concerned for his childhood friend and after a number of unsuccessful attemps at setting people up with Inui asked Mizuki to see if Inui was in fact gay.
Which of course he turns out to be but yeah he doesn't want Mizuki near him regardless XD;; Inui is waiting for Renji and kind of always has been. that's what ends up happening anyway.
