love the golden color and the silhouettes.
just too bad that the auto resize puts artifacts into the picture...

I think execution is lacking here. The colors and ambiance are pleasant, but distracting elements detract from the overall quality: the foreground objects that aren't human, and the wooden "rods" mid-frame. These objects steal focus from the subject and confuse the eye - where should I be looking? The people? The sunset? The three lamps at the back of the frame?
If this picture is about the people, as the title would suggest, then dedicating more of the frame to them would enhance the drama of the shot while still giving a sense of place. Try different crops, maybe even a vertical crop with the people at the bottom and the sun up top.
Whatever you decide, you need to make the subject clearer. Right now, the wooden rods are roughly the size of the people, give or take. Because of this, there is no way to be taken "into" the photograph -- if everything is the same size, we perceive them to be in the same plane, which they're not. The three-dimensionality of space is lost here.
Don't take this the wrong way -- the photo is really pretty, but like most things, it can be stronger. Shooting from a lower angle, moving in closer, experimenting with crops, can all help the shot.

what i love about the photo is being able to look all around and not just concentrate on one object
a photo tells a story and this one tells a few
i dont see your photography doing this
..not that i dont like yours, i do
i agree with it not being the strongest photo on earth..
but i wouldn't ever consider it distracting
i dont think there is supposed to be one central subject..
just a moment caught and titled because deviant art makes us so
these are not models.. they are real people in the moment
getting closer to them might not be the same opportunities..
they might move due to being uncomfortable or something else
just thought i would throw my opinion in
please dont take it the wrong way either..
she got some really nice shots of the lake when the people did leave.. people that are only there for a few seconds are a lil more challenging

Let me preface this by saying you are completely entitled to your opinion, and I am to mine.
So. My spiel now.
I agree that photography is about storytelling, but you must remember that some stories are better told than others. The best stories have no extraneous words and are clearly read. When stories contain extraneous information, grammatical errors, mundane plots, or some combination of all three, the story suffers.
Photography is no different. As photographers we have one task: to tell a story. Yes, "moments" happen but it is the photographer's job to ANTICIPATE these moments. A great photographer will have the instinct to predict moments and PREPARE for them -- this is precisely what separates everyday point-and-shooters from pros, snapshots from works of art. Remember that this applies to works that don't have humans -- in architectural and nature shots, for example, photographers must give thought to lighting, composition, and subject matter, all of which function to tell a DIFFERENT kind of story (otherwise, people wouldn't buy them and hang them on their walls, right?). In other words, there is another type of appreciation that goes into architectural and nature shots.
But back to this photograph -- it has too many plot lines, and not all of them are necessary. With a little more preparation, the photo could have been stronger. I see two people sitting down -- exactly what moment is being captured here? I see wooden planks jutting from the water -- what story is being told? Same for the lamps in the back and the unsightly clutter in the foreground.
Since the subjects aren't doing anything particularly interesting, the photo needs something else to make it ' pop ' -- the unnecessary objects fail to achieve this. The result is that there is no clear way to read the picture: people --> planks --> lamps --> sunset. What story is that, exactly?
Again, it's all about anticipation. The photograph did not happen before it was taken, and there was clearly time to think about the shot. The lighting is good, and the gist is there, but for reasons already stated, the execution lagged. Photos with multiple subjects only work if those subjects are clearly related (e.g. family shots, groups of co-workers, etc). But when nothing ties those subjects together, we get a jumbled assortment of subjects that confuse the eye. But hey, some people might like being confused. Having done photo work for more than a few years, however, I can say that I am not one of them.
Does that make this a bad photo? No. That's up to the viewer. But could it have been a better photo? 100% yes.

i know we all have our opinions..
and i never said this photo was the strongest or best told story..
but it tells one none the less
and if nothing else makes you wonder
being right there with her, i would know that this shot was taken quickly..
with about 5 others as we got there just in time cus we both got off late
we were just getting off work and saw an awesome sunset.. ran over to it quickly and tried to get a few shots off
the family had not noticed us during this shot..
and right after the few others that were taken the dad wanted to have a lil chit chat and then the sun was gone
that is when the photography happened and planned out shots went down.. this was more of a snapshot that turned out beautiful
though i am not the biggest fan of planned out shots because i love the heat of the moment photography.. street and photojournalism
most your tips and everything i do agree with
just not for the shot because it was a time and place that could not happen again and went away with a split second
i think the ppl are doing something interesting and its what draws me to the shot.. so i cant agree with ya on that, but i do understand
yes it could have been better.. but it is beautiful for what it is as well
and once again
i do enjoy your work.. you have been on my watch for a lil while
you should put up more ppl on here and you are way more skilled than i
