I've been replaying Megaman 2 on my 3ds lately, trying to do a buster-only run, and I gotta agree.

Even on a Buster-Only Run, the Time Stopper only depletes half of his health (if you use all of it, since every 2 Time Stopper Ammo does 1 damage to him), and beating him the rest of the way without it is pretty hard with his speed.
I mean Air Man it is actually rather doable to beat him without exhausting all the ammo to his weakness, but Quickman even if you use all the ammo it doesn't completely deplete his health.

And even worse, the thing that usually gets me in his stage are those fast Instant-Kill lasers in it, which I found a pain to dodge. I ended up using the Time Stopper more to avoid the Lasers in the stage instead of on Quickman himself, and by then I have none left to use on him.
