I think it is a drone, BUT it can transport a man like sniper or something in enemy Area

hmm, probably, but it may be too big and easy to spot to be transporting a sniper.

i just mean in enemy Area, but the Sniper is still walking to his hiding place

I honestly can't tell if that's a sniper or a tank...but it's badass nonetheless.
