This is Halcitrox, aka The Dragon Lord, a second generation experimental alien bio-weapon from the KWND timeline.

History:

Halcitrox is the younger "brother" to Fal'Nyar, the Apocalypse Dragon. Like his brother, he was infused with the mysterious Shadow Energy that granted him his powers. However, where the infusion of Ghidorah DNA into Fal'Nyar caused a massive growth spurt, as well as corrupting his genetics, Halcitrox was not created with such, and the Shadow energy stunted his growth. While most Ssarokian dragons grow to maturity in a span of a decade or two, Halcitrox took nearly twice as long to reach adult size, even if his powers and physical characteristics had not fully developed with him.

Halcitrox was discovered frozen in stasis as a juvenille around 2016 in Egypt. At the time, he was probably as big as a large carnivorous dinosaur, but was surprisingly docile. The cyberdragon Rahotep, as well as the human staff at CEE, raised the young dragon and instructed him in the ways of combat, for which he was designed for.

Halcitrox is fully capable of manipulating his Shadow Energy in a variety fo ways, namely a stream of Shadowfire from his maw, Shadow Lightning from his wings membranes, and a surge of raw Shadow Energy from his talons in melee combat. It is believed that his powers are merely growing slower than most and that he will have a larger arsenal of attacks in the future.

Halcitrox lacks the implants that allowed Rahotep to speak to humans, and instead is gifted with a tele-empathic ability, able to transmit feelings and emotions to another creature. He is also capable of digesting and matter, organic or inorganic, and converting into additional body mass. His accelerated healing factor (not quite regeneration) helps him recover out of battle faster and also helps purge toxins from hsi system 40% faster. Halcitrox is also capable of flight at Mach 2 with decent maneuverability.
