This is the method I've been trying to use lately. Its kind of the easiest and dirties way to make something(for me).
Abuse the masking tools for the most part, and then when you get to the overpaint step you'll end up crisping up the edges, and if you render it out enough, you may just be able to turn off the sketch layer. You can always layer more shading and light layers over top if need be.
I used paint tool sai for this, but most other art programs have all the tools and layer options used in this kind of painting.
I'd also recommend abusing other brushes for more effects. I only used a solid pen tool, a low opacity soft pen tool, and an airbrush toll for this.

A painting is never truly finished until you say so, but I could keep rendering all day.
