here's something i thought of
set years in the future where Judy becomes the chief, Jack joins the cops, and the first thing he does is hit on Judy and she laughs, so it looks lie hits hitting it off.
later on when he's on patrol on his first day he wants to impress the bonny of his dreams Judy and he see his chance.
a fox clearly kidnapped a red baby rabbit, so Jack cuffs him and takes him in as the fox is trying to say and prove that the kit is his.
when he gets the the police station, everyone is staring at Jack in disbelief and horror.
Jack doesn't notice till he sees Clawhauser staring at him, then he hears his name, in such livid and anger
when Jack looks, it's Judy and no one has ever seen her this angry
sadly that's all i got, i know Jack goes to Judy's office and i know Judy is shouting at him and Jack decides to defend himself but digs a bigger hole for himself as he points out that no rabbit would love a fox and that all foxes can't be trusted, and then Jack get really scared when Judy points out that she's married to that fox and that it's the kit's b-day, and now the kit is late for her own b-day party
i do know at the end we get a Clawhauser playing with the kit also then Judy picks up the kit and we get a nice image of Judy, Nick and the baby together
i believe Jack could get fired for that but i don't know

you can use the idea i had and have it that Jack blames them on why his life has gone so down hill, because that was one really bad day, getting a job then losing it on your 1st day, can't get a new job, loss home, just bad to worse and he blames it all on them

it's was more giving ideas then saying you shored do it, as i don't know how this story is going
you could do it as a senpai thing and he's only doing it to get Judy to notice him, or he did it to show that foxes can't be trusted but Nick is helping Judy, and it's making him madder.
could be because he's into the game and seeing them suffer, where one is blind and the other can't walk is a game to him and his been doing this with other animals for years, and he always picks the animals he thinks are the best

i always have been good at working out what's going to happen in stuff, i worked it, she knows has to be a game or to get Judy to see that foxes can't be trusted because one is blind and the other can't walk, meaning they have to rely on each other, as one is the eyes and one is the legs.
if Jack thinks foxed are dumb and selfish, then he would of thought Nick would of left Judy
but if it's the game one then, they have to do puzzles so they don't die and as one has legs and the other has eyes, then the puzzles they have to work together, you could also have it that Jack only pick, pray and Pred lovers because he thinks it's wrong, and he likes seeing them fight when they do something wrong in a puzzle

there both bleeding, so that didn't really help with the last pick,
this also means there's a time limit, so it fits the game one, the other reason i think game is, there alive, why not kill them and leave them to live

Well...the reason why they are alive is that nick was able to beat down jack..yup..there was a fight..which ended pretty bad.
