No, it's not a bad thing, and the community volunteers don't see you like that. They are welcome to let people self-suggest their deviations for DDs. Everyone feels shy at first.
But it might be the rejection that matters.

Try suggesting more and more each day. You might be lucky to find your suggestion accepted. That happens to me. Every once in a week or two weeks, one of my suggestions get featured.
Or try to find quality art so exceptional. The past DDs, plus the Undiscovered browser mode, might be your guide to find good art.

in my Group ... I do have buttons that re-direct members to the list of those that can address a suggestion to, via note ...

Seriously, dA should make this easier. Searching for the right volunteer for the right category and then sending note is the most annoying part. And why do we need script for it? The "Suggest this for DD" button must be a standard one for every deviation, so it will be done with a single click.

It takes 10 seconds to look it up if you don't know it, people will just abuse the button I think.

Making a black list will take more time then just suggest by sending a note. ;D

you can automate it like they autoblock spammers. The server will do most of the work

If you want to send it to the same GM you should wait some time until you send it again, but sure why not. :')
But if the GM said he/she won't feature it then of course not. ;D

Yeah, sometimes the GM answers your note and is telling you that he's gonna featureing it but mostly you just have to look daily at the dd page.
Got one accepted today by the way, suggested it yesterday evening. lol.

I'm not a expert, you know, but I know the artist and I know how dedicated she is. And she totally don't get the attention she deserves. AAAND she is doing cheap commissions. The best moment ever for having a DD. So I think it deserved... :3
