Historically it was home to the city's Italian immigrant population. Joe DiMaggio (Hall of Famer for the Yankees, and Marilyn Monroe's husband) grew up there.

They seem to figure it out OK. There's really only so much information you want on a sign people will be reading while they're driving.
There are more disturbing things on local signs.
