Why? I also like Pan as Super Saiyans 2, 3 and 4. Why not give it a try?

Well think about it. Certain requirements must be meet in order to reach those levels (usually high amounts of training as well as some emotional stress). Remember what it took for Gohan to reach Super Saiyan 2? It took a hell amount of emotional stress for him to acheive the transformation. Super Saiyan 3 is much too difficult to acheive in the living world so Pan would have to be dead or at least fused to get it. Super Saiyan 4 and higher is only achievable by pure Saiyans so that's not an option even to Gohan.
Besides, Super Saiyan is good for her anyway.

It looks like Videl's Budokai 3 picture only modified to look like Pan.
