(I say "usually" because sometimes I just draw on one layer or make a million layers and it's a huge mess... x,D)
For the hair it really helps to think of them in big groups of hair! It's a really simple thing but worry more about interesting shapes before going for fine details. Oh and definitely start with a darker color. At least that helps me. c:

Oh I mean I do a rough sketch and I use it like lineart.
The bottom paint is for coloring behind the lineart. I usually like to keep this darker.
And the top paint is over the lineart, fixing it up. c:
