Absolutely. These birds know the locals enjoy their chips at this spot on the beach, so they know right away

damn delinquents!
In my photo with pigeons [link] they were in Turin, at a place regularly visited by tourists and they heckled them to give them food. They even sat on the table and looked at the tourists in a menacing manner.
