most of the monsters actually don't care about being in the underground. they're pretty cool with it and don't hate humans for putting them down there since they aren't in a bad spot where they are.
Humans however have been raised to hate monsters and see them as pests so whenever a human falls down they mostly try to kill the monsters because they deem that as correct, which is why sans wont even bother fighting you unless you've got a couple of kills under your belt.
papyrus and sans are brothers and didn't lose anything like toriel and asgore did in undertale so they are not waging wars on humanity over lost children.
papyrus and sans's relationship are fine but papyrus owns a pottery shop and takes care of that plus anyone needs help and sans is the ruler and is very busy most of the time.
that's why chara is seen as a friend in the underground btw since they are against monster death and dislike humans on they're own because of the war humans started.
