Yes it happens too. One of the things that saddens me is ... Brazil is in an economic and political crisis. A hard time to spend so much money. Very sad to see so much corruption ... We had a World Cup soccer and the money is gone for the construction of stadiums and other improvements.

The problems you have there, exactly the same we have here. We have a primeminister who is crazy for soccer and is spending the money for stadions and other sport facilities, while the healthcare, education, and the economy are totally down. In the recent 5 years 5% of the population left the country for better living, of course the young and educated people.

Yes, most of the politicians are unscrupulous and for getting or keeping the power they do everything, and it is easier to cheat the uneducated people, so they let the education down purposely.
