Can you provide a link where DA gives rules that Photographyhotojournalism must have photos that were taken by the person uploading?
Photojournalism employs images in order to tell a news story, which is what the quote does. Its common here at DA. In fact, when goes to submission and select a catagory, under the Photography-photojournalism-people as=
"Photographs documenting people in a newsworthy setting, where the focus is telling a story in strictly journalistic terms."
This deviation is 'reporting' on a rather foul comment that is newsworthy. Seems to fit the category just fine.

It could fit there, it is certainly photomanipulation, though some will still see it as photojournalism.

It's a rather infamous image from www.pbs.org/newshour/rundown/p… that people have made into various memes like putting him on the moon or in strip bars.
