i know i am not the person who you asked to but i have an answer, maybe the person got a gif and drew the character in other layer on top of the gif, i am pretty sure they used photoshop because the character image is with very good quality, and they made it a gif with the animation part of photoshop :>

GASP she's so cute and perfect omg...She looks like she'd be right at home in any fairy world...maybe even a carebear/other type of plush come to life scenario..you two really knocked it outta the park for this one!!
The style seems like ever so slightly different from your normal and it really works!! (I really love seeing the slight evolution and differences in the artsyle of my fav artists haha)
It might also be weird to say but I think the gif really helps bring it to life, like I'd swear she'd blink any second.
