MindGear is not about the percentage of brain power or the percentage of the brain a person uses. It offers an improvement in the efficient use of the brain's capabilities.
Efficiency generally describes the extent to which time, effort or cost is well used for the intended task or purpose (from Wikipedia). This is why a person could by a light bulb, which was more than capable of lighting up when plugged in and turned on, or an energy efficient light bulb, which would perform the same task while requiring less resources.
