As far as I know, that kind of file is exactly what graphic designers call a 'mockup'.

Well I am into graphic design for the last 10 years and my understanding of mockup is a (fictional) visual/imaginable presentation of a product that doesn't exist yet, like the futured iPhone 6, a (1d/2d/3d) prototype, rendered or wireframed, unfabricated. I would rather call your file a template or a frame. Which are used in adverting mostly, made to make promoting things more easy. It would be a mockup if you would be holding a new mobile design, where the focus is on the phone and not focus the 'replace me' place holder, with has only 1 function to actually possibly show a mockup of the futured new app for a mobile phone.
