Someone on tumblr proposed an art challenge of drawing characters in poses from this video , and I immediately thought of the Trash Child (who stole the cape from one of the guards and also probably robbed some kid for the other stuff).

Probably what's happening here is Scarlet is doing the exact same thing as the girl, but every few minutes of sitting still, he hightails it out of there right before Black comes in looking for him, because his job is not to sit around and look ridiculous.
Black is also being closely followed by the Reach Guard that Scarlet stole the cape from.

I can imagine that, since I'm sure the Reach rule book has a strict dress code for guards. Probably makes Black doubly pissed about the whole shenanigans. He's like, "Not on my watch!"
